hereby authorized and directed to secure bids from at least
three responsible plumbing contractors for performing all
work and supplying all materials necessary to complete the
plumbing installation required to be done upon such property.
The work shall be awarded to the lowest responsible bidder
and bills for the expense of the plumbing installations shall
be pro-rated over a four-year period and shall be mailed
quarterly to the property owner. Interest at the rate of 6
per cent per annum shall be applied on all unpaid balances.
If the property owner so elects he may pay the entire expense
of plumbing installation to the Mayor and Council in a one,
two or three-year period, payable quarterly or semi-annually,
with interest charged at the rate of 6 per cent per annum.
All such funds collected shall be deposited into the Deprecia-
tion Reserve Account of the Municipal Water Department.
The Mayor and Council of Salisbury shall publish annually
in one or more newspapers published in the City of Salisbury
a full and true account of its receipts, expenses and expendi-
tures in connection with the financing of aforesaid water,
sewer and drainage installations upon the various properties.
All such charges shall be liens against the property to which
such water, sewer or drainage may be furnished under this
account and shall be collectible as city taxes are now or may
hereafter be by law collected and shall have the same priority
rights, bear the same interest and penalties and in every
respect to be treated the same as said taxes now are.
SEC. 2. And be it further enacted,, That this Act shall take
effect June 1, 1941.

An ACT to repeal and re-enact, with amendments, Section 325
of Article 23 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Wicomico County", sub-title "Salis-
bury—Water and Sewers", as amended by Chapter 428 of
the Acts of 1937, providing for the extension of a water
service pipe and sewer connection by the Mayor and Coun-
cil of Salisbury.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 325 of Article 23 of the Code of Public
