SEC. 3. The Town of Berwyn shall be divided for election
purposes into five wards as follows:

First Ward: The First Ward shall embrace all of the town
lying south of the northerly line of Central Avenue and said
line extended to the town limits.

Second Ward: The Second Ward shall embrace the terri-
tory between the northerly line of Central Avenue and the
northerly line of Branchville Road and said lines extended to
the town limits.

Third Ward: The Third Ward shall embrace the territory
between the northerly line of Branchville Road and the north-
erly line of C Street and said lines extended to the town limits.

Fourth Ward: The Fourth Ward shall, embrace all of the
town lying north of the northerly line of C Street and said
line extended to the town limits.

SEC. 4. The government of said town shall be vested in the
Mayor and Town Council composed of the Mayor elected at
large from the town and four councilmen, one to be elected
from each ward.

SEC. 5. The Mayor and Town Council shall meet in said town
on the first Monday following their election, and shall hold
regular meetings at least once a month thereafter to convene
at eight o'clock P. M. and which meetings shall be opened to
the public. Special meetings may be called by the Mayor at
any time by giving 24 hours' notice to the councilmen. Spe-
cial meetings may be called at any time by three members of
the council by a 24 hour written notice to the Mayor and the
other members of the council. The Mayor shall preside at all
meetings of the council, but shall have no vote unless there is
a tie vote in which case the Mayor may vote to break the tie.
The Mayor shall either sign or veto all ordinances within ten
days after their passage, and if he fails to sign or veto any
ordinance within ten days after passage it shall automatically
become law. If the Mayor shall veto any ordinance, the Mayor
and Town Council may reconsider it, and if it is again passed
with a two-thirds majority of the members of the council, it
shall become law over such veto. Proposed ordinances intro-
duced before the Mayor and Town Council shall be in writing,
and shall be read and laid on the table until a later date when
it shall be read again before passage. At the second reading
of such ordinance any resident of the town opposing the pas-
sage of such ordinance shall be permitted to appear or file a
brief in opposition to such ordinance. After the second read-
ing of such ordinance and the consideration of objections, an
aye and nay vote shall be taken and recorded in the min-
utes of the town. Any proposed ordinance submitted to
the Mayor and Town Council by petition of one hundred or
