(w) If any participant of the Fund is awarded a pension
and shall thereafter be convicted of a felony, or shall become
an habitual drunkard, or shall cease to care for and support
his dependents then, in such case, the Board shall have the
power, by a two-thirds vote to direct the payment of and pay
the pension to the dependents of such participant.

(x) The books and records of the Fund shall be audited at
least annually by the City Auditor and oftener, if the Board
so requests. A copy of the Auditor's report shall be sub-
mitted to the Mayor and City Council of Cumberland.

(y) Subject to the provisions of the rules and regulations
herein contained and the provisions of Ordinance No. 1455, as
amended, all members of the Fire Department shall become
immediately eligible for pension.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.

CHAPTER 664.
(House Bill 722)

AN ACT to provide that in Prince George's County, notwith-
standing the provisions of any other law, one-half of the
fines imposed by and recognizances forfeited to the Circuit
Court for Prince George's County or the several Justices of
the Peace at Large for said County, designated at Trial
Magistrates, other than fines imposed and recognizances for-
feited with relation to the "Motor Vehicle Laws", the laws
respecting "Wild Fowl—Birds and Game" and "Fish and
Fisheries", and unless directed to be paid otherwise by the
law imposing them, and excepting fines for the violation of
ordinances of any incorporated municipality of Prince
George's County, but including, however, fines and forfei-
tures for offenses at common law, shall, within thirty days
from the date of collection thereof, be paid to the Clerk of
the Circuit Court for Prince George's County to be expend-
ed under the direction of the Judge or Judges of said Cir-
cuit Court for the augmentation of the library of said
Court; providing that any sum so received by the said Clerk
of the Circuit Court in excess of two thousand dollars
($2, 000. 00) in any one year shall be paid over by said Clerk
to the Board of County Commissioners of Prince George's
County for disbursement by said County Commissioners as
