of said dam, dike or solid fill, thereby permitting it from time
to time to enlarge the land area of its plant to permit its ex-
pansion and to provide a means of disposing of its plant debris,
all of which is urgently needed at the present time due to the
National Defense Program and the consequent demand for the
Company's steel and other products including ships.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Bethlehem Steel Company, its successors and as-
signs, be and it is hereby authorized and empowered to erect,
construct and maintain at its or their own expense, a dam,
dike or solid fill across or in front of the mouth of Hum-
phreys Creek, the mouth of which creek opens into the Bear
Creek, a tributary of the Patapsco River, both creeks lying in
Baltimore County, Maryland, said dam, dike or solid fill to be
made, erected or constructed at or along a straight line be-
ginning at United States Government Monument "G" erected
on or near a point of land being known as Lloyd Point on
the southeast side of Bear Creek and running N. 21' 17" E. to
to a point where said line intersects the shoreline of Bear
Creek at or about a point of land known as Tom Point, or at
some place within said line which shall be approved by the
Chief of Engineers and the Secretary of War of the United
States of America,

SEC. 2. And be it further enacted, That Bethlehem Steel
Company, its successors and assigns, be and It is hereby
further authorized and empowered from time to time to fill in
or make improvements into the waters of Humphreys Creek
and its branches and of Bear Creek in the rear of said dam,
dike or solid fill wherever the same may be made, erected or
constructed in pursuance of Section 1 of this Act.

SEC. 3. And be it further enacted, That Bethlehem Steel
Company, its successors and assigns, or its wholly owned sub-
sidiaries and their respective successors and assigns, be and
it is hereby further authorized and empowered to take and
hold title to all lands and improvements now made or formed
or which hereafter may be made or formed by the dumping or
deposit of materials in the waters of said creeks arid their
branches lying within or in the rear of said dam, dike or solid
fill, such fills and improvements to pass to the successive own-
ers of the lands to which they are attached as incident
to their respective estates.

SEC. 4. And be it 'further enacted, That the location and
plans and specifications of said dam, dike or solid fill and
any fill or improvements made in or into the waters of said
creeks and their tributaries are subject to the approval of the
