478. On the first Monday in May, 1941, an election
shall be held within the corporate limits of the town of
Secretary between the hours of one and six o'clock P. M.,
for the purpose of election by ballot five qualified voters
in and residents of said town to serve as the Commission-
ers thereof. At the first election to be held hereunder,
three of said Commissioners shall be elected for a term of
one year, and until their successors are elected and quali-
fied and two of such Commissioners shall be elected for a
term of two years and until their successors are elected
and qualified, and at each election to be held thereafter, the
Commissioners to 'be elected therein shall be so elected to
serve a term of two years, and until their successors are
elected and qualified. A person desiring to be a candidate
for Commissioner shall, at least fifteen days before the
election file with the Commissioners a certificate of his
candidacy, and at the first election to be held hereunder
the certificate of each candidate shall set forth whether
he is a candidate for a one year term or a two year term.
At least ten days before any election, the Commissioners
shall post in five or more conspicuous places in said town
the names of all persons to be voted upon for Commission-
ers in the approaching election, and at the first election to
be held hereunder the term of office. The Commissioners
shall provide a sufficient number of ballots for each election
containing the names of all the candidates for Commis-
sioners to be voted for therein arranged in alphabetical
order and in the general form of the ballots used in the
county elections, and in addition thereto, at the first elec-
tion held hereunder, the ballots shall have printed thereon
"For a One Year Term" (vote for three) and "For a Two
Year Term" (vote for two), and under the said respective
captions shall be placed the name of each candidate to be
voted upon for a one year term or a two year term, respec-
tively.

479. On Wednesday next following each election the
Commissioners shall proceed to organize by electing one
of their number President and appointing some capable,
well-qualified person, as Clerk, whose duty shall be to keep
a correct record of all their official proceeding, and to per-
form such other duties as provided for in this sub-title or
such other duties as the Commissioners may by ordinance
designate. Said Clerk shall also act as treasurer of said
town, giving to the Commissioners a bond with sufficient
security, to be approved by them in the penalty of at least
one thousand dollars ($1000. 00), conditioned for the faith-
ful performance of his duties as treasurer.
