mission is needed by the State for highway purposes, the
General Assembly may provide that such property may
be taken immediately upon payment therefor to the own-
er or owners thereof by said State Roads Commission,
or into Court, such amount as said State Roads Commis-
sion shall estimate to be of the fair value of said property,
provided such legislation also requires the payment of any
further sum that may subsequently be awarded by a jury.
SEC. 2. And be it further enacted, That the foregoing
section hereby proposed as an amendment to the Consti-
tution of the State of Maryland shall, at the election to be
held in November, 1942, be submitted to the legal and
qualified voters of the State for their adoption or rejec-
tion in pursuance of the directions contained in Article
XIV of the Constitution of the State of Maryland, and
the said general election the vote on the said proposed
amendment to the Constitution shall be by ballot and upon
each ballot shall be printed the words "FOR CONSTITU-
TIONAL AMENDMENT" and "AGAINST CONSTITU-
TIONAL AMENDMENT", as now provided by law, and
immediately after said election due returns shall be made
to the Governor of the vote for and against said proposed
. amendment as directed by Article XIV of the Constitution
and further proceedings had in accordance with said
Article XIV.

AN ACT to repeal Sections 478, 479, 480, 483, 485, 487
and 488 of Article 10 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Dorchester County",
sub-title "Secretary", and to enact in lieu thereof Sec-
tions 478, 479, 480, 483 and 487, amending the Charter
of the Town of Secretary generally.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 478, 479, 480, 483, 485, 487 and
488 of Article 10 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Dorchester County", sub-title
"Secretary", be and they are hereby repealed and that Sec-
tions 478, 479, 480, 483 and 485 be and they are hereby
enacted in lieu thereof, to read as follows:
