shall remain open, and in the event of its being awarded
at a later date in accordance with the existing laws, such
award shall be accepted by the College in satisfaction of
(a) in the case of Full Senatorial Scholarships, the tuition,
room, and board fees of the scholarship holder accruing on
or after the date of the award, or (b) in the case of Tui-
tion Scholarships, the tuition fees of the scholarship
holder accruing on or after the date of the award.
(4) A State Senator may in his discretion award a
scholarship for his Legislative District or County to two
or more qualified residents of such Legislative District
or County, and such award shall be accepted by the Col-
lege in partial satisfaction of (a) in the case of a Full
Senatorial Scholarship, the tuition, room, and board fees
of the appointees, or (b) in the case of a Tuition Scholar-
ship, the tuition fees of the appointees, accruing on or
after the date of the award, and in the manner in which
the award has been divided by the Senator, provided, how-
ever, that the total amount of fees foregone by the College
in any such case shall not be more than the total value
of the scholarship at the date of such divided award.
(5) Nothing in this Act shall be construed to prevent
the awarding of a scholarship to an otherwise qualified
person by reason of his being already a student at St.
John's College.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939.

AN ACT to repeal and re-enact with amendments Sections
445, 446, 447, and 448 of Article 13 of the Code of Public
Local Laws of Maryland, title, "Harford County", sub-
title, "Roads", providing for the appointment of a
County Roads Engineer for Harford County, prescribing
his qualifications and duties and requiring him to give
bond for the faithful performance of said duties; also
requiring that the purchase of all materials and supplies
for the construction, reconstruction or repair of roads
or bridges, or for the purchase, operation, maintenance
or repair of road machinery and equipment, where the
