as Section 242A and to follow immediately after Sec-
tion 242 of said Article, to clarify the terms of Sections
242 and 257A of said Article and of Chapter 547 of
the Laws of Maryland of 1892 as they relate to the
method of awarding free scholarships to St. John's
College.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added
to Article 77 of the Annotated Code of Maryland, title
"Public Education, " sub-title "Free Scholarships, " said new
section to be known as Section 242A, to follow immediately
after Section 242 of said Article, and to read as follows:
242A. (1) All scholarships to St. John's College, to
which the Legislative Districts of Baltimore City and the
several Counties of Maryland are entitled under the pre-
ceding sections of this sub-title, or under any other
provision of law, shall be awarded by the State Senator
of the Legislative District or of the County entitled thereto
on or before the first day of September in the year in
which the scholarship is to become effective, to a resident
of the Legislative District or County under such conditions
with respect to competitive examinations and financial
standing of the applicants as may be in force under exist-
ing law.
(2) In the event that any one of the said scholarships
to St. John's College is vacated during an academic year
by reason of the withdrawal of the holder from the Col-
lege, the State Senator of the Legislative District or of
the County from which the holder was appointed shall have
the power to make an interim award of the vacated
scholarship for the unexpired portion of the year, at his
discretion, to any deserving resident of the Legislative
District or County qualified to study at the College, and
such interim award shall be accepted by the College in
satisfaction of (a) in the case of Full Senatorial Scholar-
ships originally awarded under Section 242, the tuition,
room, and board fees of the interim appointee accruing
on or after the date of the interim award, or (b) in the
case of Tuition Scholarships originally awarded under
Chapter 547 of the Laws of Maryland of 1892, the tuition
fees of the interim appointee accruing on or after the date
of the interim award.
(3) In the event that any one of the said scholarships
to St. John's College shall not be awarded to any person on
or before the first day of September in the year in which
the scholarship should become effective, such scholarship
