Service lists can be made up by the Civil Service Commis-
sioners as provided by this Act. The present officers and
employees of the Police and Fire Department heretofore
appointed under the Civil Service regulations, shall hold
their positions unless removed or disqualified under the pro-
visions of this Act.

(c) The Civil Service Commission shall furnish rules
and regulations for the Police and Fire Departments, cover-
ing conduct and standardized operation of the Department.

(d) All cases of Suspensions or Discharges of a Civil
(Service employee shall be reported to the Commission
within three (3) days after said Suspension or Discharge
has taken place; the report shall contain full details of the
conditions. It shall be within the power of the Commis-
sion to call a hearing in the case, and if the details brought
out justify, the Suspension or Discharge may be voided or
the punishment may be changed.

(e) All persons subject to such Civil Service exami-
nation, except the Chief of Police and the Chief of the Fire
Department, shall be subject to removal from office or
employment by a majority vote of such Civil Service Com-
mission for misconduct or failure to properly perform their
duties under such rules and regulations as may be adopted
by the Council, and the said Civil Service Commission shall
conduct mental examinations of all persons hereafter
appointed, after they have served their probationary period,
and shall recommend to the Commissioner of Police and
Fire, for his recommendation to the Mayor and City Coun-
cil, as to their fitness for appointment to a permanent
position as a Policeman or Fireman, as the case may be.
The said examinations shall be more rigid in character than
the original examinations of the applicants.

The Chief of Police and the Chief of the Fire Department
may peremptorily suspend or discharge any subordinate
then under his direction for neglect of duty, disobedience of
orders or misconduct, but shall, within twenty four hours
thereafter, report such suspension or discharge with the
reason thereof, to the Commissioner of such department,
who shall thereupon, affirm or revoke such suspension or
discharge according to the merits under the facts of the
case. Every officer or employee so discharged or suspended
and whose suspension or discharge has been affirmed, or the
officer or person so suspending or discharging a subordi-
date when such suspension or discharge has been revoked
as the case may be, may, within five days from the affirm-
ance or revocation of any such suspension or discharge,
