Pretenses", said new section to be known as Section 141A,
to follow immediately after Section 141 of said Article,
and to read as follows:
141A. Every person who, with intent to cheat and
defraud another, shall obtain services from such other
on a promise of payment of wages therefor, and shall fail
to pay for said services when payment is due and demanded
shall be guilty of a misdemeanor and upon conviction shall
be fined not more than Twenty-five Dollars ($25. 00).
SEC. 2. And be it further enacted, That this Act shall
take effect June 1st, 1939.

CHAPTER 385.
(Senate Bill 203)
AN ACT to add three new sections to Article 64A of the An-
notated Code of Maryland (1924 Edition), title "Merit
System", to be under the sub-title "Rates of Compensation",
said new sections to be known as Sections 13A to 13C, inclu-
sive, and to follow immediately after Section 13 of said
Article, establishing a Board to be known as the "Salary
Standard Board" to prepare a compensation schedule and
determine minimum and maximum salaries for the various
classes of position in the Classified Service of the State, and
with authority to make rules and regulations for the admin-
istration of this Act, which schedule and rules, after ap-
proval by the Governor, shall have the force of law and shall
be employed thereafter as a basis for salary requisitions by
Departments and Institutions for succeeding budgets.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That three new sections be and the same are hereby
added to Article 64A of the Annotated Code of Maryland
(1924 Edition), title "Merit System", to be under the sub-title
"Rates of Compensation", the said new sections to be known
as Sections 13A to 13C inclusive, and to follow immediately
after Section 13 and to read as follows:
13A. There is hereby created a Board to be known as the
"Salary Standards Board" to consist of three members; one
member shall be the Commissioner of State Employment and
Registration who will serve as an ex officio member of the
