CHAPTER 383.
(Senate Bill 180)
AN ACT to add a new section to Article 35 of the Anno-
tated Code of Maryland (1924 Edition), title "Evi-
dence", sub-title "Competency of Witnesses", said new
section to be known as Section 4C and to follow imme-
diately after Section 4B of said Article, making inadmis-
sible in any civil suit evidence that a party refused to
testify in any criminal case involving the same matter.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 35 of the Annotated Code of Maryland (1924
Edition), title "Evidence", sub-title "Competency of Wit-
nesses", said new section to be known as Section 4C and
to follow immediately after Section 4B of said Article,
and to read as follows:
4C. In the trial of any civil suit, action or proceeding,
no evidence shall be admissible to prove that any party
thereto neglected or refused to testify in any criminal
proceeding involving the same transaction, occurrence or
subject matter.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1st, 1939.

CHAPTER 384.

AN ACT to add a new section to Article 27 of the Anno-
tated Code of Maryland (1924 Edition), title "Crimes
and Punishments", sub-title "False Pretenses", said
new section to be known as Section 141A and to follow
immediately after Section 141 of said Article, provid-
ing for making fraudulent non-payment of wages a
misdemeanor punishable by fine or imprisonment.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added
to Article 27 of the Annotated Code of Maryland (1924
Edition), title "Crimes and Punishments", sub-title "False
