zone shall be created or any special tax levied, it shall be man-
datory upon the County Commissioners to give notice by
public advertisements of the said proposed zone and/or
special tax levy at least once a week for four (4) weeks in at
least one newspaper having general circulation in Anne
Arundel County. No zone shall be created or special tax
levied until a petition is signed by a majority of the taxpayers
in said proposed zone whose property will be affected thereby.
All monies received from any special tax shall be spent in the
zone from which collected for the purpose specified in the
advertisement. Any member of the Board of County Commis-
sioners violating any of the provisions of this Act shall be
guilty of a misdemeanor, and upon conviction thereof shall be
fined one hundred dollars ($100. 00) for each such violation
and, in addition thereto, shall forfeit his office.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

CHAPTER 367.
(House Bill 629)

AN ACT authorizing and directing the County Commissioners
of Allegany County to borrow money upon the faith and
credit of the County by the issue and sale of coupon bonds
in such amount as may be necessary to accept any appropria-
tion of the United States Government or any subdivision
thereof, but not to exceed $350, 000, for the purpose of erect-
ing, repairing and improving public schools in said County
and directing the County Commissioners of said County to
levy and collect taxes upon the assessable property in said
County, in the same manner as other taxes are levied and
collected, for the purpose of paying the principal and in-
terest on said bonds as the same fall due.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That if and when the United States Government or any
agency thereof appropriates or allocates funds for the erection
and repair of public school buildings in Allegany County and
requires that such appropriation be supported or matched by
local funds to be expended for the same purpose, the County
Commissioners of Allegany County shall issue and sell bonds
upon the faith and credit of the County in such amount as may
