new sections to be known as Sections 285, 285A and 285B,
providing for the nomination by primary election of Coun-
cilmen of Hagerstown, and requiring a Certificate of Candi-
dacy and filing fees therefor and providing for printing of
ballots and regulations for the conduct of said elections.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 285 of Article 22 of the Code of Public
Local Laws of Maryland, title "Washington County", sub-
title "Hagerstown", be and the same is hereby repealed, and
that three new sections be and they are hereby enacted in lieu
thereof, said new sections to be known as Sections 285, 285A
and 285B, to follow immediately after 284 of said Article and
to read as follows:

285. Candidates for the office of Councilman to be voted for
at all general municipal elections at which a Mayor and City
Councilmen are to be elected under the provisions of Article 22
shall be nominated by a primary election and no other name
for the office of Councilman shall be placed on the general bal-
lot except those selected in the manner hereinafter prescribed.
The primary elections for such nominations shall be held on
the fourth Tuesday in January in the year of 1941 and every
four years thereafter. The judges appointed for the general
municipal elections shall be the judges of the primary elec-
tion and the polls shall be opened at 8 A. M. and close at 8
P. M. and with the same clerks as are required for the general
municipal election. Any person desiring to become a candi-
date for City Councilman shall, at least 15 days prior to said
primary election, file with the City Clerk a statement of such
candidacy in substantially the following form: Candidate
for Nomination for Councilman, of the............ party.

State of Maryland, Washington County:

I,...................., being first duly sworn, say that I

reside in Ward No..... at........ Street, City of Hagerstown,

County of Washington, State of Maryland; that I am a quali-
fied voter therein; that I am qualified to hold; that I am a
candidate for nomination to the office of Councilman for Ward
No............... to be voted upon at the Primary Election

to be held on the........ day of........, 19.., and I hereby

request that my name be printed upon the official primary
ballot for a nomination by such primary election for such
office. And I do hereby further certify that my registered
party affiliation is.............................
