in their judgment the circumstances of the city shall require
it; provided, however, that the term of appointment of such
special policemen shall not exceed a period of thirty days.
The Fire Marshal and Assistant Fire Marshals provided
for by ordinance of the Mayor and Council of Hagerstown,
for the more effective discharge of their duties and the
protection of property, shall, during the time of fire, have
all the powers of a policeman in the city of Hagerstown,
and said Fire Marshal and Assistant Fire Marshals shall
take the oath prescribed for policemen of said city and
shall serve without pay.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1st, 1939.

CHAPTER 323.
(Senate Bill 351)
AN ACT to repeal and re-enact with amendments Sections
168 and 170 of Article 77 of the Annotated Code of
Maryland, 1924 Edition, title "Public Education", sub-
title "Public Libraries", to authorize and direct the
Maryland Public Library Advisory Commission to accept
appropriations of money from the Federal Government
under the Federal Aid to Education Act of 1939, to
accept the provisions of said act and to take other steps
necessary to qualify Maryland as an accepting State
under Title III of said Act.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 168 of Article 77 of the Annotated
Code of Maryland, 1924 Edition, title "Public Education",
sub-title "Public Libraries" be and the same is hereby
repealed and re-enacted with amendments to read as
follows:
168. The Governor shall biennially appoint five persons,
at least two of whom shall be women, who, with the State
Librarian and the Librarian of the Enoch Pratt Free
Library, shall constitute the Maryland Public Library
Advisory Commission, which is charged with the exten-
sion and development of public library service throughout
the State.
