supervisors. The appointment and swearing in of all such
substitutes and the reason therefor, and the time when
such substitute began and ceased to serve shall be noted
by the judges in the poll books of the precinct or on loose-
leaf pages inserted in the binders containing the precinct
cards; such substitute shall cease to act whenever the judge
or clerk in whose stead he was appointed shall be present.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939.

CHAPTER 322.
(Senate Bill 337)

AN ACT to repeal and re-enact with amendments Section
358 of Article 22 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Washington County",
sub-title "Hagerstown", sub-heading "Mayor and Coun-
cil", relating to the compensation of the captain of
detectives in the City of Hagerstown.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 358 of Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County", sub-title "Hagerstown", sub-head-
ing "Mayor and Council", be and it is hereby repealed and
re-enacted with amendments to read as follows:

358. The Board of Street Commissioners shall appoint
as many regular policemen as they may deem necessary for
the good government of the city, and the said Street Com-
missioners shall designate one of their number as "Cap-
tain", one as "Lieutenant" and one as "Captain of Detec-
tives". The said policemen shall serve under such rules
and regulations, and for such compensation, as the Board
of Street Commissioners shall direct; such compensation,
however, not to exceed the sum of Two Hundred Dollars
per month for said "Captain", "Lieutenant" and "Captain
of Detectives", and for other members of the police force
not to exceed the sum of One Hundred and Fifty Dollars per
month, and said police or policemen shall be subject to dis-
missal and discharge by said Board of Street Commission-
ers; they shall have power to appoint special policemen, if
