to the said company, or the right to issue any note of the
nature of a bank note.

16. This charter shall be perpetual, and the legislature
hereby reserves the right to change, alter or annul this
act of incorporation at pleasure.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 39.
(Senate Bill 1)

AN ACT to repeal and re-enact, with amendments, Sec-
tions 728 and 732 of Article 22 of the Code of Public
Local Laws of Maryland (1930 Edition), title, "Wash-
ington County, " sub-title "Sharpsburg, " relating to the
time for holding Municipal Elections in the town of
Sharpsburg.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Sections 728 'and 732 of Article 22 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Washington County, " sub-title "Sharpsburg, " be
and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

728. All Citizens of the State of Maryland, entitled to
right of franchise therein and who have resided within
the corporate limits of the town of Sharpsburg six months
next preceding an election shall be entitled to vote at said
election and all subsequent elections. And shall be quali-
fied to hold office, either elective or appointive provided
they have so resided in said town five years previous to
any election. And the said voters shall on the first Tuesday
after the first Monday of September, A. D. 1940, and
upon the same day in every alternate year thereafter,
elect by ballot one citizen for Burgess and one citizen for
