All lines are of the magnetic bearings of the year 1897,
and all measurements are horizontal.
SEC. 2. And be it further enacted, That Chapter 642
of the Acts of 1916 be, and the same is hereby repealed
insofar only as it may conflict with the provisions of this
Act.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law, and necessary for
the immediate preservation of the Public Health and Safe-
ty, and being passed upon a yea and nay vote supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 4.
(Senate Bill 30)
AN ACT to authorize and direct the County Commissioners
of Garrett County to levy twelve thousand dollars for the
year 1939 for the construction and equipment of a new
school building at Bloomington in said County and to
provide for the construction of said building.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Garrett
County be and they are hereby authorized and directed
to levy for the year 1939 the sum of twelve thousand dol-
lars for constructing and equipping a public school build-
ing at Bloomington in said County.
SEC. 2. And be it further enacted, That the County
Commissioners and the Board of Education of Garrett
County shall determine upon the plans for said school
building, the said plans and site for said building to be
approved by the State Superintendent of Schools as pro-
vided in Section 30 of Article 77 of the Annotated Code
of Maryland.
SEC. 3. And be it further enacted, That, after the
plans submitted by the said County Commissioners and the
Board of Education for Garrett County shall have been
approved by the State Superintendent of Schools, the said
