authorize or empower the President and Commissioners
of the Town of Elkton to require any person, firm or cor-
poration under this section to pay a license or permit fee
to sell oysters or fish in their natural state or the grower
of any vegetables or fruits or producers of milk to sell the
same.

SEC. 2. And be it further enacted, That if any one or
more of the preceding sections, or any part thereof, be
declared invalid by a Court of competent jurisdiction, the
remaining section, or parts thereof, shall be of full force,
effect and virtue.

SEC. 3. And be it further enacted, That all ordinances
heretofore passed by the President and Commissioners of
the Town of Elkton shall remain in force and have the
same legal effect as when enacted, the intention being not
to repeal by any provision hereof any of the said ordi-
nances, unless they be in direct conflict herewith.

SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary to
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 35.
(Senate Bill 14)

AN ACT to add a new section to Article 12 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Garrett County, " sub-title "County Commissioners, "
said new section to be known as Section 95A. and to fol-
low immediately after Section 95 of said Article, making
it unlawful for the County Commissioners or any em-
ployee of Garrett County to enter into any contract of
sale or purchase to which said County is a party involv-
ing more than $300. 00 without advertising for bids and
exempting contracts for necessary emergency repairs.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new section be and it is hereby added
