such current benefit year, provided that, the amount so pay-
able shall be reduced to the extent necessary so that the aggre-
gate amount of benefits payable to any such individual with
respect to weeks of unemployment during the period begin-
ning on the first day of such current benefit year and ending
on March 31, 1940, shall not exceed an amount equal to four
times the weekly benefit amount (determined pursuant to the
new law) times the number of calendar quarters, (counting
any fraction of a calendar quarter as if it were a calendar
quarter) which comprise such period.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

AN ACT to add a new section to Article 4 of the Code of
Public Local Laws of Maryland and Baltimore City Charter
(1938 Edition), title "Baltimore City", sub-title "Police
Commissioner", said new section to be known as Section
878A and to follow immediately after Section 878 of said
Article, classifying the Secretary to the Chief Inspector of
the Police Department as Captain, the Sergeants assigned
to the Chief Inspector's Office and to the Juvenile Court
as Lieutenants, and the Patrolmen assigned to the Juvenile
Court as Sergeants, and prescribing the salaries of said
officers.
