mit his full finding of fact with respect to that sub-section to
the Board of Review, which, on the basis of the evidence sub-
mitted and such additional evidence as it may require, shall
affirm, modify, or set aside such findings of fact and transmit
to the deputy a decision upon the issues involved under that
sub-section. The deputy shall promptly notify the claimant
and any other interested party of the decision and the reasons
therefor. Unless the claimant or any such interested party,
within five calendar days after the delivery of such notifica-
tion, or within seven calendar days after such notification was
mailed to his last known address, files an appeal from such
decision, such decision shall be final and benefits shall be paid
or denied in accordance therewith. If an appeal is duly filed,
benefits with respect to the period prior to the final determina-
tion of the Board of Review shall be paid only after such
determination; Provided, that if an appeal tribunal affirms a
decision of a deputy allowing benefits, such benefits shall
be paid regardless of any appeal which may thereafter be
taken; provided further, that when an appeal is taken from a
determination of the weekly benefit amount or the duration
of benefits, the payment of benefits pending such appeal shall
be made on the basis of such initial determination.

Contributions.

7. (c) Records of Employer. The Board shall maintain a
separate account for each employer, and shall credit his ac-
count with all the contributions which he has paid on his own
behalf. But nothing in this Act, shall be construed to grant
any employer or individuals in his service prior claims or
rights to the amounts paid by him into the fund either on his
own behalf or on behalf of such individuals.

(d) Study of Merit Rating. The Board shall investigate
and study the operation of this Act and the experience here-
under with a view to determining the advisability of establish-
ing a rating system which would equitably rate the unemploy-
ment risk and fix the contribution to the fund of each em-
ployer and would encourage the stabilization of employment.
The Board shall submit its report and recommendations to
the Governor and the Legislature not later than February 1,
1941.

Unemployment Compensation Fund.

9. (e) Notwithstanding any requirements of the foregoing
sub-sections of this section, the Board shall, prior to which-
ever is the later of (1) thirty days after the close of this, ses-
sion of the Legislature and (2) July 1, 1939, authorize and
direct the Secretary of the Treasury of the United States to
