of this State at a rate of speed greater than seventy miles
per hour shall be subject, upon conviction, to a fine of not
less than one hundred dollars ($100. 00) nor more than
one thousand dollars ($1, 000. 00), or to be imprisoned
for not less than thirty days nor more than one year, or to
both fine and imprisonment, for the first offense; and any
person who shall be convicted of a second or additional
such offense shall be subject to imprisonment for not less
than sixty days nor more than two years. Any person
convicted shall also be subject, in the discretion of the
Commissioner of Motor Vehicles, to a suspension or revo-
cation of his operator's license. The provisions of this
section apply to the operator and to the owner who causes
or permits his motor vehicle to be operated in violation
of this section.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939.

CHAPTER 274.
(Senate Bill 194)
AN ACT to add a new section to Article 3 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Baltimore County", sub-title "Circuit Court", said new
section to be known as Section 104A and to follow imme-
diately after Section 104 of said Article, authorizing and
empowering the Circuit Court for Baltimore County to
designate and appoint a parole officer and providing for
his duties and compensation.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be added to Article 3 of
the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Baltimore County", sub-title "Circuit Court",
said new section to be known as Section 104A and to follow
immediately after Section 104 of said Article and to read
as follows:
104A. The Circuit Court for Baltimore County is here-
by authorized and empowered to designate, appoint and
employ some competent and suitable male person to act as
parole officer for Baltimore County, and who shall be
charged with the duty of supervising persons paroled by
