serving unto itself the right to reject any and all bids. Said
bids, together with such certified checks as may be required,
shall be filed with the City Clerk, and at the time and place
advertised, shall be opened by him in the presence of the
Mayor and City Council, and if said bids be satisfactory to
the Mayor and City Council, it shall sell said bonds, or any part
thereof, to the highest bidder or bidders therefor, of whose
ability to comply with the terms of sale the said Mayor and
City Council, in its discretion, is satisfied. In the event that
said bonds be sold, the proceeds thereof shall be placed in a
separate fund and shall be used for the purpose of paying
expenses in connection with public work provided for relief
purposes to persons within the City of Cumberland, and if
there be a surplus of money remaining after accomplishing
the purpose of this Act, such surplus shall be deposited with
the sinking fund trustees and shall be used as part of the
sinking fund to retire said bonds at maturity.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed by yea and nay vote, supported by three-fifths
(3/5) of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 25.
(House Bill 32)

AN ACT to add one new section to Article 12 of the Code of
Public Local Laws of Maryland, title "Garrett County",
sub-title "Election Districts", to be known as Section 171A,
providing for the compensation of Judges and Clerks of
Election and of Registration Officers in Garrett County, and
fixing the hours which constitute a day for election and
registration purposes and providing compensation for over-
time work of Election Officers in Garrett County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it is hereby added to Article
12 of the Code of Public Local Laws of Maryland, title "Gar-
rett County", sub-title "Election Districts", said new section
to be known as Section 171A, to follow immediately after
Section 171 of said Article and to read as follows:
