charges due on said property, together with all taxes on
personal property due by the transferor, for the current
year and all prior years shall have been paid to the
Treasurer of the County and Collector of State and County
Taxes for said County, who shall endorse the fact of the
payment of such taxes on the deed, title or other evidence
of transfer, which endorsement, together with the endorse-
ment of the Clerk of the County Commissioners of its trans-
fer on the Assessment Books, as provided in this sub-title,
shall be sufficient to authorize the receipt of such deed,
title or other evidence of transfer for record by the Clerk
of the Circuit Court, the Commissioner of Motor Vehicles
or other State, County or Municipal Officer.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law, and necessary
for the immediate preservation of the public health and
safety, and being passed upon a yea and nay vote, sup-
ported by three-fifths of all the members elected to each of
the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 23.

(House Bill 21)

AN ACT to authorize the Mayor and City Council of Cumber-
land, Maryland, to borrow the sum of One Hundred and
Fifty Thousand ($150, 000. 00) Dollars and to issue Coupon
Bonds for payment of the same to be known as the "Water
Improvement Bonds of 1939", and to sell the same and to
use the proceeds thereof for the purpose of paying expenses
incident to the construction of a "Cross-Town Water Line",
and to provide for payment of said Bonds and the interest
thereon and declaring this to be an emergency law.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That the Mayor and City Council of Cumberland be and
it is hereby authorized and empowered to issue "Water Im-
provement Bonds of 1939", to the amount of One Hundred
and Fifty Thousand ($150, 000. 00) Dollars, payable at the end
of twenty years from the date of issue, and to sell the same;
said bonds shall be of the denomination of One Thousand
($1, 000. 00) Dollars each, and shall be exempt from State,
