(3) "Voucher" includes any statement of any claim,
demand or account against the County or any County
agency and must specify in complete detail each item and
amount comprising such claims, demand or account, for
what and to whom payable.

SEC. 3. And be it further enacted, That one new sec-
tion be and the same is hereby added to Article 2 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Anne Arundel County", sub-title "Building Permits",
said new section to be known as Section 175E, to follow
immediately after Section 175D of said Article, as added by
Chapter 414 of the Acts of 1937 and to read as follows:

175E. At the end of every calendar month the Build-
ing Inspector shall prepare and file with the Director
of the Department of Assessment a complete report
under oath showing in detail all buildings and struc-
tures of every kind constructed or improved in the
County since the preceding report, their location, the name
and post office address of the owner, and the fair valuation
of such building, structure or improvement, in the opinion
of the Building Inspector. Said Director may, in his dis-
cretion, accept such valuation for assessment for taxation.
The Building Inspector shall perform such other duties
relative to the assessment of property as said Director
shall prescribe.

SEC. 4. And be it further enacted, That Sections 214,
219, 220 and 221 of Article 2 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Anne Arundel
County", sub-title "County Commissioners", and Section
480 of said Article, sub-title "Taxes", and Section 497, sub-
title "Treasurer", as amended by Chapter 227 of the Acts
of 1937, and Chapter 6 of the Acts of 1933, be and they
are hereby repealed.

SEC. 5. Be it further enacted, That Section 218 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Anne Arundel County", sub-title "County Commis-
sioners", be and the same is hereby repealed.

SEC. 6. And be it further enacted, That Section 490
of Article 2 of the Code of Public Local Laws of Maryland
(1930 Edition), as amended by Chapter 280 of the Acts of
1931, be and the same is hereby repealed and re-enacted
with amendments to read as follows:

490. The County Commissioners of said county shall
make their annual levy for State and county taxes between
