SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be and they are hereby added to
Article 22 of the Code of Public Local Laws of Maryland (1930
Edition), title "Washington County", sub-title "Hagerstown",
sub-heading "Public Health Association", said new sections
to be known as Sections 408A and 408B, to follow immediately
after Section 408 of said Article, and to read as follows:
408A. The Mayor and Council of Hagerstown are hereby
authorized, in their discretion, to enter into a contract with
the "Washington County Public Health Association, Incor-
porated" whereby they shall contract to contribute annually
a sum of money not to exceed Fifteen Hundred Dollars
($1, 500. 00) for the maintenance of the Dental Division under
the control and direction of said "Washington County Public
Health Association, Incorporated".
408B. For the purpose of carrying out the obligations
which may be incurred under the provisions of Section 408A,
the said Mayor and Council of Hagerstown are hereby author-
ized, in their discretion, to levy and collect annually on the
assessable property of said town a sum of money sufficient to
meet the obligations so incurred by said Mayor and Council
of Hagerstown.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

AN ACT to add two new sections to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wash-
ington County", sub-title "Public Health Association", said
new sections to be known as Sections 695A and 695B and to
follow immediately after Section 695 of said Article, author-
izing the County Commissioners of Washington County to
enter into an agreement to contribute a sum of money to the
maintenance of the Dental Division of the Washington
