application of the proceeds thereof; and thereafter the
County Commissioners of Allegany County are hereby auth-
orized and directed to make a special tax levy upon the
assessable property of said County annually from year to
year so long as the same may be necessary to meet all the
interest and principal payments which may become due
upon said loan or bonds according to the original tenor of
either.

SEC. 2. Be it further enacted, That this Act is hereby
declared an emergency Act and necessary to immediate
preservation of the public health and safety, and being
passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 144.
(Senate Bill 286)

AN ACT to add a new section to Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Allegany County", subtitle "County Tax Collectors";
said new section to be known as Section 124-A, and to
follow immediately after Section 124 of said Article, pro-
viding for adjustment of State, County and Municipal
Taxes and water rents in sales of real estate and per-
sonal property made by trustees, mortgagees, receivers,
executors, administrators, sheriff, constable or other
ministerial officer under judicial process or otherwise in
Allegany County.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new Section be, and it is hereby added
to Article 1 of the Public Local Laws of Maryland (1930
Edition), title "Allegany County", sub-title "County Tax
Collector"; said new Section to be known as Section 124-A,
to follow immediately after Section 124 of said Article,
and to read as follows:

Section 124-A. Whenever a sale of either real or per-
sonal property located in Allegany County shall be made by
any trustee, receiver, mortgagee, sheriff, constable, execu-
tor, administrator or other ministerial officer under judi-
