(House Joint Resolution 38)
Joint Resolution requesting the Governor to appoint a Com-
mission or to designate the Supervisors of Elections of
Baltimore City to make a survey of the population of Balti-
more City, and submit recommendations to the General
Assembly, at its next session, relative to redistricting the
City of Baltimore.
WHEREAS, the population of the present Legislative Dis-
tricts of Baltimore City is very unequal; and
WHEREAS, under present tendencies, the population of some
of the Districts will continue to increase, while others will
probably decrease; and
WHEREAS, it is unfair that the Districts with a greater
population have the same representation in the General Assem-
bly; therefore be it
Resolved by the General Assembly of Maryland, That the
Governor be and he is hereby requested to appoint a Commis-
sion, of not more than five persons, or, in his discretion, to
designate the Supervisors of Elections of Baltimore City to
act as said Commission to make a study and survey of the
population of the several Legislative Districts of Baltimore
City, with a view to revising the boundaries of said Districts
in order to secure as nearly as possible an equal population in
each of said Districts, and to report back to the General
Assembly of Maryland, at its next session in January, 1941,
its recommendations as to such redistricting, together with
any bill or bills to accomplish said purpose.

A Joint Resolution requesting the Governor to appoint
women as members on the Board of State Hospitals.
WHEREAS, it is generally recognized that where women have
served on public boards and commissions, their counsel and
assistance have proven a most valuable contribution to the
