receiver, trustee or other person winding up its affairs to
pay or provide for the payment of all State and local taxes
payable by such corporation (other than taxes on real
estate), whether or not such taxes are in arrears, before
paying or providing for the payment of any other debts of
such corporation or making or providing for any other
payment from or distribution of its assets, except for
necessary expenses of winding up.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939,

CHAPTER 761.
(Senate Bill 355)

AN ACT to repeal and re-enact with amendments, Section
6 of Article 89B of the Code of Public General Laws of
Maryland, 1935 Supplement, title "State Roads Commis-
sion", as said Section was amended by Chapter 53 of the
Acts of the General Assembly of Maryland at its 1935
Session, and to provide for the amount of certified checks
and the acceptance of bid bonds to be attached to bids
on contracts of the State Roads Commission; and to pro-
vide that this Act shall be passed as an emergency
measure.

SECTION 1. Be in enacted by the General Assembly of
Maryland,
That Section 6 of Article 89B of the Code of
Public General Laws of Maryland, 1935 Supplement, title
"State Roads Commission", as said Section was amended
by Chapter 53 of the Acts of the General Assembly of
Maryland at its 1935 Session, be, and the same is hereby
repealed and re-enacted with amendments to read as
follows:

6. The said Commission, when about to construct any
highway, shall advertise for at least two weeks in one or
more newspapers published in each county in which the
highway lies, and for three consecutive issues in at least
one daily newspaper published in Baltimore City, for sealed
proposals for the construction of said highway, accurately
describing the same and stating the time and place for
opening said proposals, and reserving the right to reject
any and all proposals; said proposals shall be publicly
