in lieu thereof a new title, to be known as "State Depart-
ment of Public Welfare"; to amend the sub-title "The De-
partment of Charities", following after Section 106 of
Article 41 of the Annotated Code of Maryland (1924
Edition), title "Governor—Executive and Administrative
Departments", by striking out said sub-title and inserting in
lieu thereof "State Department of Public Welfare", to re-
peal Section 107 of said Article 41; and to enact in lieu
thereof a new Section 107 of said Article 41; to repeal
Sections 1, 2, 3, 4, 5, 6, 7, 8, 8A, 8B, 8C, 8D, 8E, 8F and 8G
of Article 88A of the Annotated Code of Maryland (1935
Supplement); and to enact in lieu thereof fifteen new sec-
tions to be known as Sections 1, 2, 3, 4, 5, 6, 7, 8, 8A, 8B, 8C,
8D, 8E, 8F, and 8G of said Article 88A, to abolish the "De-
partment of Charities", the "Board of State Aid and
Charities", and the office of "Director of Charities", and to
create a new "State Department of Public Welfare", to
create a Board of Public Welfare, and to define the powers
and duties of the State Department of Public Welfare, the
Director of Public Welfare, and the Board of Public
Welfare.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the title "State Aid and Charities", following after
Article 88A of the Annotated Code of Maryland (1935 Supple-
ment), be and it is hereby amended by striking out said title,
and inserting in lieu thereof a new title, to be known as
^State Department of Public Welfare".

SEC. 2. And be it further enacted, That the sub-title "The
Department of Charities", following after Section 106 of
Article 41 of the Annotated Code of Maryland (1924 Edition),
title "Governor—Executive and Administrative Departments",
be and it is hereby amended by striking out said sub-title, and
inserting in lieu thereof a new sub-title, to be known as "State
Department of Public Welfare".

SEC. 3. And be it further enacted, That Section 107 of
Article 41 of the Annotated Code of Maryland (1924 Edition),
be and the same is hereby repealed.

SEC. 4. And be it further enacted, That a new section be
and the same is hereby added to Article 41 of the Annotated
Code of Maryland (1924 Edition), to be known as Section 107
of said Article, and to read as follows:

107. The administrative head of the State Department of
Public Welfare shall be the Director of Public Welfare, having
