48Q. The said Liquor Control Board is hereby vested with
all the rights, powers, authority and duties now vested in the
County Commissioners of Harford County, conferred by Sec-
tions 421A to 421M, inclusive, of Article 13 of the Code of Pub-
lic Local Laws of Maryland, title "Harford County", sub-title
"Liquor and Intoxicating Drinks", and as part of their duties
shall issue and revoke licenses thereunder in the same manner
as the same are now issued and revoked by the County Com-
missioners of Harford County, with the additional authority
and direction to revoke and refuse to re-issue a license to a
licensee on whose premises liquor containing more than four-
teen percentum (14%) of alcohol by volume has been found.
The attorney for the County Commissioners of Harford County
shall also be attorney for the Liquor Control Board.

SEC. 2. And be it further enacted, That the provisions of
Section 414 to 421, inclusive, of Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County", sub-
title "Liquor and Intoxicating Drinks", and Sections 352 to
380, inclusive, of said Article, sub-title "Havre de Grace", are
repealed insofar as the same are inconsistent with the pro-
visions of this Act.

SEC. 3. And be it further enacted, That if any section or
provision of this Act shall be held invalid or inconsistent with
the other provisions thereof, such invalidity or inconsistency
shall not affect the other sections or provisions thereof.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the business, health and safety, and
having been passed by yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

SEC. 5. And be it further enacted, That the Town Commis-
sioners of Aberdeen and Bel Air shall call a Special Election to
be held on the same day and during the same hours as the Gen-
eral Election is held in November, 1940, but said Election shall
be held in a separate place from where the General Election
is held and shall be conducted under the same law, from the
same voting lists, in the same manner and by the same persons
as Elections are now conducted in the Towns of Aberdeen and
Bel Air for the election of Town Commissioners. The Ballots
for said Election shall be provided as Ballots are now pro-
vided for said Town Elections and shall have printed on them:
"Shall there be a Dispensary in the Town of Bel Air or Aber-
deen (as the case may be) ?" after which shall be printed on
