HERBERT R. O'CONOR, GOVERNOR. 1551

This section shall be given retroactive effect, and every con-
tract or agreement heretofore made or entered into by the
Commissioners of Baltimore County with the proper authori-
ties of Baltimore City, or with any person, firm, corporation
or association, including any private or public service cor-
poration, for the disposal of sewage or drainage or for the
establishment, construction, operation or enlargement of any
water supply, sewerage or drainage system, is hereby author-
ized, ratified and confirmed.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law, and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members of each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

(House Bill 202)

AN ACT to repeal and re-enact with amendments Sections
691, 692, 693, 694, 695, 696, 697, 698, 699, 700 and 701 of
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition); title "Montgomery County", sub-title "Po-
lice", as the same were enacted by Chapter No. 299 of the
Acts of the General Assembly of Maryland, Session 1927,
and Chapter No. 307 of the Acts of the General Assembly of
Maryland, Session of 1929, and the following amendments
of said sections: Chapter 375 of the Acts of the General
Assembly of Maryland, Session of 1931, Chapter 535 of the
Acts of the General Assembly of Maryland, Session of 1933,
Chapters 9, 248 and 382 of the Acts of the General Assembly
of Maryland, Session of 1935 and Chapter 57 of the Acts of
the General Assembly of Maryland, Session of 1937; to pro-
vide for the office and duties of Police Civil Service Com-
missioner, to authorize the County Commissioners of Mont-
gomery County to appoint and compensate forty-five (45)
police officers and one (1) Chief of Police, to appoint eight
(8) sergeants and four (4) first-class patrolmen, to au-
thorize the appointment and provide the compensation of
four (4) park policemen and one (1) sergeant of park po-
lice; to provide for the purchase of police vehicles and
