the payment of such salaries by the County Commissioners
of the several counties; to authorize and direct said County
Commissioners to provide quarters and equipment for the
use of said trial magistrates; to provide for the appointment
of constables by the County Commissioners, including con-
stables at large for the trial magistrates, for the employ-
ment by trial magistrates of clerical assistants when pro-
vision for such assistance is made by the County Commis-
sioners, and for the compensation of said constables at large
and clerical assistants by the County Commissioners, to
authorize and direct said County Commissioners to levy and
collect taxes for the payment of all such salaries and com-
pensation in the amounts prescribed or authorized by this
Act and the cost of providing said quarters and equipment;
to provide for the payment to said County Commissioners
of certain collected lines imposed and fees and costs charged
and received by said trial magistrates in civil and criminal
cases, except lines and costs for violations of the motor ve-
hicle laws, but including fines and costs for violations of
municipal ordinances, with provision for the payment by the
County Commissioners in certain counties of a portion
or all of said fines to municipal corporations in those
counties; to provide for the payment by the Commis-
sioner of Motor Vehicles to the County Commissioners
of the several counties out of fines, penalties, forfeitures
and costs paid to him in cases of violations of the
Motor Vehicle Laws in said counties, the sum of two dollars
($2. 00) for every such case for which a report and account-
ing is made to him as required by law; to repeal Section
178 of Article 56 of the Code of Public General Laws of
Maryland, title "Licenses", sub-titles "Motor Vehicles" and
"Disposition of Fines and other Receipts", to the extent
of the inconsistency of said section with this Act in regard
to the disposition of said fines and other receipts; to repeal
section 204 of Article 56 of said Code, title "Licenses", sub-
title "Motor Vehicles" and "Enforcement of Motor Vehicle
Laws—Arrest, Bail, Trial and Appeal", insofar as said sec-
tion may be inconsistent with this Act in regard to juris-
diction and procedure in cases of violations of the Motor
Vehicle Laws; and to provide penalties for the violation of
of this Act.

WHEREAS, the practice of compensating justices of the peace
by permitting them to retain their fees in civil and criminal
cases has been found unsatisfactory, and

WHEREAS, it is desired to abolish such fee system entirely
throughout the State, to reduce the number of such justices
who actually perform judicial duties, to centralize trial mag-
