HERBERT R. O'CONOR, GOVERNOR. 1523

SEC. 2. And be it further enacted, That Section 78 of Ar-
ticle 26 of the Code of Public General Laws (Bagby's 1924
Ed. ) title "Courts", sub-title "Judicial Council" be and it is
hereby repealed and re-enacted with amendments to read as
follows:

78. No member of said Council shall receive any compen-
sation for his services. The Council and the several members
thereof shall be allowed such expenses for clerical and other
services, traveling, and incidentals, as may be provided for in
the Budget. The Council shall pay the salaries of such as-
sistants as the Court of Appeals may employ pursuant to the
authority contained in Section 35D of Article 26 of the Code
of Public General Laws and shall pay the traveling and other
expenses, including printing and other costs, of the Committee
appointed by the Court of Appeals pursuant to the provisions
of said Section. All disbursements shall be by vouchers signed
by the President of the Council.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1939.

CHAPTER 720.
(House Bill 246)

AN ACT to add a new sub-title and 22 new sections, to be
known as Sections 91 to 112, inclusive, to Article 52 of the
Code of Public General Laws of Maryland, 1935 Supplement,
title "Justices of the Peace" to follow immediately after
section 90 of said Article, said new sections to be tinder a
new sub-title "Trial Magistrates System", to provide for
the appointment of Justices of the Peace in the counties of
the State, one for each Election District and one or more
at large in each county to be designated trial magistrates,
and to provide for substitute trial magistrates, to prescribe
the jurisdiction, powers, duties and compensation of said
justices of the peace; to provide that they may suspend
sentence and may release prisoners after commitment on
certain conditions; to make applicable to all the coun-
ties the policy heretofore applied by law in Baltimore City,
and to a partial extent in certain counties, of substituting
salaries for the fees paid in civil and criminal cases as the
method of compensating justices of the peace for the per-
formance of their duties in such cases, and to provide for
