at his discretion or the Board shall elect one of its members
as chairman, and shall meet at least twice yearly at the State
capitol, or other place designated by the Board. The Board
shall formulate rules and regulations for the safe and proper
construction, installation, repair, and use of boilers in this
State. The word boiler as mentioned herein shall be con-
strued to be a closed vessel in which steam or vapor (to be
used externally to itself) is generated by the application of
heat. The rules and regulations so formulated shall conform
as nearly as possible to the boiler code of the American Society
of Mechanical Engineers, and amendments and interpretations
thereto made and approved by the Council of the Society.

132. The members of the Board of Boiler Rules, exclusive
of the chairman thereof, shall serve without salary and shall
receive their actual expenses, not to exceed their actual railroad
fare plus ten dollars ($10. 00) per day each, for not to exceed
twenty days in any year while in the performance of their
duties as members of the Board, to be paid in the same man-
ner as in the case of other State officers. The Chairman of the
Board of Boiler Rules shall countersign all vouchers for ex-
penditures under this section.

133. This sub-title shall not be construed as in any way
preventing the use or sale of boilers in this State which shall
have been installed or in use in this State prior to the taking
effect of this sub-title and which shall have been made to con-
form to the rules and regulations of the Board of Boiler Rules
governing existing installations, as provided in Section 140.

134. The present State Boiler Inspectors shall be retained
in office by reason of their having qualified by passing the com-
petitive State of Maryland Boiler Inspector's Examination
given by the State Employment Commissioner, and have been
and are now employed as State Boiler Inspectors.

The Senior Boiler Inspector shall be the Chief Boiler In-
spector. At any time thereafter the office of the Chief Inspector
shall become vacant the Employment Commissioner shall, as
soon as practical, conduct a competitive promotional examina-
tion open to the present employees of the Boiler Inspection
Department only, who shall have had at the time of taking the
competitive examination for Chief Boiler Inspector not less
than ten years practical experience in the design, construction
or operation of high pressure boilers as a mechanical engineer,
steam engineer, boilermaker or boiler inspector.

The examination to be the same or equivalent to the exami-
nation given by the Board of Boiler Rules for special in-
spectors in Section 138.
