been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

(House Bill 881)
AN ACT to add a new section to the Local Laws for Baltimore
County, codified as Article 3 of the Code of Local Laws of
Maryland (Edition of 1930), title "Baltimore County", sub-
title "Building Regulations"; the same authorizing and em-
powering the County Commissioners of Baltimore County
to adopt a comprehensive plan of zoning regulations and
restrictions affecting the erection, construction, reconstruc-
tion, alteration, repair and use of buildings, structures and
land within residence areas designated by them within that
part of Baltimore County known as the Metropolitan Dis-
trict of Baltimore County; authorizing and empowering the
said County Commissioners to adopt, within said areas, reg-
ulations and restrictions affecting the use of land and build-
ings for trade, industry, residence and other purposes; to
provide for appeals to the Circuit Court of Baltimore Coun-
ty; to provide penalties for the violation of regulations and
restrictions; to provide for injunctions in certain cases; and
enacting1 the same as an emergency law.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section is hereby added to the Local Laws
for Baltimore County, codified as Article 3 of the Code of Pub-
lic Local Laws of Maryland (Edition of 1930), title "Baltimore
County", sub-title "Building Regulations", the same to follow
immediately after Section 72 of said Article 3, to be numbered
72B, and to read as follows:

72B. For the purpose of promoting health, safety, morals,
and the general welfare of the community, the County Com-
missioners of Baltimore County are hereby empowered to desig-
nate residence areas within that part of Baltimore County de-
scribed in Section 1 of Chapter 539 of the Acts of the General
Assembly of Maryland of 1924 (which part of Baltimore Coun-
ty is described therein and is generally known as the "Balti-
