Georges County or the prosecuting official of either of said
counties may prosecute any such violation; and, in addition
to all other remedies provided by law, the Commission, said
Boards of County Commissioners, and public official of any
municipality or political subdivision within the District, or
any neighboring property owner or occupant who would be
specially damaged by any such violation may institute in-
junction, mandamus or other appropriate action or proceed-
ing to prevent such unlawful construction, reconstruction,
erection, alteration or use, and any court of competent juris-
diction is hereby granted jurisdiction to issue restraining
orders and temporary or permanent injunctions or mandamus
or other appropriate forms of remedy or relief.

SEC. 27. And be it further enacted, That every act or omis-
sion designated as a misdemeanor in this Act, unless other-
wise provided, shall be punishable before any justice of the
peace or the Circuit Court of the County in which such offense
is committed, and the offender shall, upon conviction, be
subject to a fine not exceeding One Hundred (f 100. 00) Dollars
or thirty (30) days in the County Jail, or both, in the dis-
cretion of the Court. Where such an act or omission is of a
continuing nature or is persisted in, in violation of the pro-
visions of this Act or of any regulation enacted or. decision
made under the powers granted in this Act, each and every
day during which such act or omission continues or is per-
sisted in shall be deemed a separate misdemeanor;

SEC. 28. And be it further enacted, That for the purposes
of this Act, the word ''road" or "roads" means, relates to and
includes, roads, highways, freeways, boulevards, parkways,
streets, avenues, lanes, alleys, viaducts, bridges and all other
ways or part or parts thereof; the word "park" or "parks"
means, relates to and includes parks, playgrounds, playfields
and all other recreational grounds and spaces; the word "sub-
division" means the division of a lot, tract or parcel of land
into two or more lots, plots, sites, tracts, parcels or other
divisions for the purpose, whether immediate or future, of
sale or building development, and includes resubdivison and,
when appropriate to the context, relates to the process of
subdividing or to the land or area subdivided; provided that
the definition of sub-division shall not include a bona-fide
division or partition of exclusively agricultural land not for
development purposes. The Commission is authorized and
directed to prepare and print with suitable indexes and make
available for public distribution (a) from time to time one
or more pamphlets setting forth the provisions of law admin-
istered by the Commission and all subdivision, zoning, and
