trict, the coordination and adjustment of said development
with public and private development of other parts of the
State of Maryland and of the District of Columbia, and the
protection and promotion of the health, safety, morals, com-
fort and welfare of the present and future inhabitants of the
District. In the preparation and making of the plan and in
the exercise of the zoning, platting, subdivision control and
other powers granted to it in this Act, the Commission may
act in conjunction and cooperation with the National-Capital
Park and Planning Commission created by Act of Congress
approved April 30, 1926, and the Commission is hereby des-
ignated by the State of Maryland as the representative of the
State of Maryland and for these purposes the Commission is
hereby authorized and empowered to enter into such commit-
ments and agreements with the said National Capital Park
and Planning Commission as may in the discretion of the
Commission seem necessary. The Commission is further em-
powered to act in conjunction and cooperation with other rep-
resentatives or officers of the United States Government or
of the District of Columbia or of the State of Maryland, in-
cluding the Maryland State Planning Commission and Wash-
ington Suburban Sanitary Commission, or of the State of
Virginia or of Montgomery or Prince Georges Counties or of
any district, municipality or other local or district subdivision
within said counties or within said states.

SEC. 6. And be it further enacted, That in the performance
of the functions and duties of the Commission, any member
thereof or any employee or agent thereof shall have the right
to enter at all reasonable hours upon any private premises
and into any buildings in the District and to make examina-
tions and surveys and to place and maintain necessary monu-
ments and marks thereon. Any restraint or hindrance offered
to such entry, examination, survey or placing or maintenance
of monuments or marks by any owner or tenant or agent of
said owner or tenant shall be a misdemeanor punishable under
Section 27 of this Act.

SEC. 7. And be it further enacted, That from and after the
time when the Commission shall have progressed in its plan-
ning to the stage of the making and adoption of a major road
plan of the District and shall have certified such major road
plan to the Boards of County Commissioners and Clerks of
the Circuit Courts respectively of Montgomery and Prince
Georges Counties, then and thenceforth no road, park or other
public way or ground, no public (including federal) building
or structure, and no public utility, whether publicly or pri-
vately owned, shall be located, constructed or authorized
