Annapolis and of Anne Arundel County. Any pawnbroker
failing to comply with the provisions of this section shall be
guilty of a misdemeanor and, upon conviction thereof, shall be
subject to a fine of not more than Fifty Dollars ($50. 00) for
each and every violation.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

AN ACT to repeal and re-enact, with amendments, Section 55
of Article 21 of the Annotated Code of Maryland (1935 Sup-
plement), title "Conveyancing", sub-title "Conditional Con-
tracts of Sale", providing for the recordation of conditional
contracts of sale and other instruments reserving title in
goods, wares, merchandise, chattels, machinery, and equip-
ment and the effect of such recordation.

AN ACT to create The Maryland-Washington Regional Dis-
trict within Montgomery and Prince George's Counties con-
tiguous to the District of Columbia and to incorporate the
same; to provide for the government thereof; to define the
powers and duties of The Maryland-National Capital Park
and Planning Commission in and for said District and to
authorize the Commission to exercise and perform certain of
such powers and duties outside of the District and outside
the State of Maryland; to provide for the planning of said
District for roads, parks and other ways, grounds, public
works and public utilities and for the zoning of said District
and to designate the Commission as the representative of the
State of Maryland in connection therewith; to provide for
the levying of taxes for the payment of the administrative
expenses of the work of said Commission in and for said
