roads herein mentioned, said contracts to be awarded to the
lowest qualified bidder. The Board shall have such further
power as is reasonably necessary to carry out the duties as-
signed to it under the terms of this Act.

The term "road construction and maintenance" as used in
this sub-title shall be construed to include the construction
and maintenance of necessary bridges, drainage structures and
all structures necessary for a complete highway system.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law, necessary for the immediate
preservation of the public health and safety, and being passed
upon a yea and nay vote, supported by three-fifths of all of
the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 696.
(House Bill 722)

AN ACT to repeal and re-enact with amendments Sections 31,
32 and 33 of Article 88B of the Annotated Code of Maryland
(1935 Supplement), title "State Police", sub-title "Pen-
sions", increasing the pensions of members of the State
Police, establishing pensions for widows and dependent chil-
dren of members of the State Police Force, and other mat-
ters relating to such pensions.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Sections 31, 32 and 33 of Article 88B of the Anno-
tated Code of Maryland (1935 Supplement), title "State Po-
lice", sub-title "Pensions", be and it is hereby repealed and
re-enacted with amendments to read as follows:

31. Whenever any of the employees of the Department of
Maryland State Police and any of the license examiners of
the Commissioner of Motor Vehicles shall have given meri-
torious service as such employee for a period of ten con-
tinuous years, and shall have reached the age of 55 years,
such employee shall be eligible for retirement upon
his voluntary application or may be retired by the Super-
intendent of the Department of Maryland State Police, pro-
vided such employee be found, after medical examination given
by a Medical Board of three physicians, consisting of the Medi-
