torney may in every such ease, before the trial begins, prepare
and file in the same on information or charge in the nature of
an indictment, and the case shall be tried thereunder; and if
any person or persons be charged as the member of any Arm,
or as the directors and managers of any corporation, and shall
deny that they are members of such firm, or are directors,
trustees or managers of such corporation, they shall be re-
quired to sustain such denial by evidence; provided, however,
that nothing herein contained shall apply to holders of Class
E or Class F licenses under the provisions of Article 2B of
the Code of Public General Laws of Maryland (1935 Supp. ),
and provided further that nothing herein contained shall ap-
ply to shipments by means of common carriers where such
carriers have no knowledge that said shipments contain in-
toxicating' liquors.

SEC. 2. And be it further enacted, That nothing in this
Act shall be construed to interfere with any prosecution that
has or may hereafter be commenced for any violation of this
section hereby repealed or added happening previous to the
date this law becomes effective.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from May 1, 1939.

CHAPTER 691.

(House Bill 801)

AN ACT to add a new section to Article 20 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Somer-
set County", to be under sub-title "Hucksters", said new
section to be known as Section 203A and to follow imme-
diately after Section 203 of said Article, providing for the
licensing of vendors of certain fruits, bakery products,
vegetables, fish or oysters and prescribing the penalties for
the violation thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it is hereby added to Article
20 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Somerset County", to be under sub-title
