SECTION 1. Be it enacted by the General Assembly of Mary-
land, That five new sections be and they are hereby added to
Article 33 of the Annotated Code of Maryland, title "Elec-
tions", sub-title "Voting Machines", said new sections to be
known as Sections 224AA to 224AE, inclusive, to follow imme-
diately after Section 224W of said Article, and to read as
follows:
224AA. The Board of Supervisors of Election of any county,
with the approval of the Board of County Commissioners of
said county, are authorized and empowered to purchase, rent,
lease or otherwise acquire such number of voting machines
as may be required to equip any or all of the polling places
in said county as now established or as may hereafter be es-
tablished, such voting machines to be acquired in such man-
ner and on such terms as may be agreed upon by and between
the Board of Supervisors of Election and the Board of Coun-
ty Commissioners of said County. The Board of County
Commissioners of said County, for the purpose of such
purchase, or rent or lease of voting machines, may provide
by contract for payment therefor upon such terms and in in-
stalments of such amounts and payable at such times as the
Board of County Commissioners shall deem for the best inter-
est of the county. In the event of the leasing, rental or other
acquisition of voting machines, such machines shall not be as-
sessable for the purpose of State, County or municipal taxa-
tion, and shall be exempt from tax,
224AB. The Board of Supervisors of Election of any county,
is authorized to rearrange, consolidate, subdivide or otherwise
re-establish precinct or polling place boundaries for the pur-
pose of establishing polling places best suited, in the judgment
of the said Board of Supervisors of Election, for the use of
voting machines; provided, however, that at least one vot-
ing machine shall be furnished for each unit of four hundred
voters and an additional machine for every additional frac-
tional part of such unit. In polling places where voting ma-
chines are used, the elections in such polling places shall be
conducted by the four judges of election, and in such polling
places no clerks of election shall be appointed. In such poll-
ing places, the polls shall be open for such period of time, and
judges of election, when acting as such, shall be compensated
at such rate, as is now or may be hereafter provided by law for
said county. After the polls are closed, the Judges of Elec-
tion shall make and sign four duplicate statements of the re-
sult of the canvass, which shall be promptly delivered, respec-
tively, to the Clerk of the Circuit Court of said County, the
Board of County Commissioners of said County, the Reg-
ister of Wills of said County and the Board of Supervisors of
