(2) to impose and collect such rents and fees for such use
as it shall deem reasonable; and
(3) to provide rules for maintaining order therein.
Such regulations shall become effective fifteen days after
publication of the text thereof in two newspapers in the City
of Havre de Grace. Such regulations may be amended, sus-
pended or repealed by subsequent regulations. The Authority
may appoint one inspector, to enforce such regulations, and to
collect such fees and rents.
After payment from the rents and fees of all expenses, in-
cluding expenses for publication of regulations, the Authority
shall pay the balance thereof remaining at the end of each
fiscal year to the City Treasurer for the use of the City of
Havre de Grace.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law necessary for the immediate
preservation of the public health and safety, and being passed
upon a yea and nay vote, supported by three-fifths of all of
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date!, of its
passage.

AN ACT to repeal and re-enact, with amendments, Section
281 of Article 13 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Harford County", sub-title
"Havre de Grace", as said section was amended by Chapter
67 of the Acts of 1937, providing for an entire new registra-
tion of voters in the City of Havre de Grace in the year 1941.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 281 of Article 13 of the Code of Public
Public Local Laws of Maryland (1930 Edition), title "Harford
County", sub-title "Havre de Grace", as said section was
amended by Chapter 67 of the Acts of 1937, be and the same is
hereby repealed and re-enacted, with amendments, to read as
follows:
281. On the second and third Mondays and Tuesdays in
April, in the year nineteen hundred and thirty-seven, the City
Clerk shall sit at the Council Chamber between the hours of
