section thereof. The Legislature hereby declares that it would
have passed the remaining parts of this Act or any section
thereof, if it had known such clause, sentence, part or parts
of any section thereof should be declared unconstitutional.
SEC. 3. And be it further enacted, That except as otherwise
provided herein, all Acts and parts of Acts, laws and parts of
laws, ordinances and parts of ordinances, inconsistent here-
with or contrary hereto, be and the same are hereby repealed
to the extent of such inconsistency.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
General Assembly, the same shall take effect from the date of
its passage.

AN ACT to repeal and re-enact with amendments Section
305C of Article 13 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Harford County", sub-title
"Havre de Grace", as added by Chapter 545 of the Acts of
1937 removing the City Park at Havre de Grace, Harford
County, from the jurisdiction of the Park and Harbor Au-
thority of Havre de Grace.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 305C of Article 13 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Harford
County", sub-title "Havre de Grace", as added by Chapter 545
of the Acts of 1937, be and the same is hereby repealed and re-
enacted with amendments to read as follows:
305C. The Authority shall have charge and supervision
over the Yacht Basin at the City of Havre de Grace, and shall
have power, by regulations,
(1) to regulate, control and prohibit the use thereof and
the navigation or anchoring of boats, rafts or floats in said
Basin;
