and additions of such material as may be selected by the said
Board, and said Board shall invite sealed proposals by adver-
tisement, to be inserted in such newspapers as it shall deem
proper, for the construction and completion of each of said
buildings or additions, which proposals shall be in sealed
envelopes, and shall be publicly opened on the day and hour
named in said advertisement; said proposals shall set forth
the amount of money for which the parties proposing will con-
struct and complete the building or addition, including heating
apparatus, according to the specifications and at the time or
times at which payments thereof shall be made, and the time
when said building or addition shall be completed; and the
said Board shall award the contract for each building or addi-
tion to the lowest responsible bidder giving satisfactory bond
to the State of Maryland, in such penalty as said Board shall
determine, conditioned for the faithful performance of the
contract entered into and which said bond shall be liable to
suit by the Board of Education of Charles County for the
violation of its conditions; reserving to the said Board the
right to reject any and all bids.

SEC. 5. And be it further enacted, That the said Board of
Education of Charles County is hereby authorized, in its dis-
cretion, to employ a skillful and competent architect, under
whose control and supervision as to material and workman-
ship such work may be done.

SEC. 6. And be it further enacted, That the proceeds from
the sale of the bonds aforesaid shall be paid to the Treasurer
of the Board of Education of Charles County, and shall be
applied to the purposes authorized in Section 3 hereof, and
such other expenses as the said Board has properly incurred
in the discharge of its duty, and no part of the proceeds of
the said bonds shall be paid out by the said Treasurer except
upon the warrant of the Board of Education of Charles
County.

SEC. 7. And be it further enacted, That the County Com-
missioners of Charles County shall levy annually upon the
assessable property of Charles County a sufficient tax to pay
the interest on said bonds outstanding from time to time and
to retire the One Thousand Dollars ($1, 000. 00) of the principal
of said bonds becoming due each year.

SEC. 8. And be it further enacted, That this Act shall take
effect June 1, 1939.
