1288 LAWS OF MARYLAND. [CH. 635

Commissioners for said City and County, until June 1st, 1935.
In case of any vacancies in the number of said License Com-
missioners in Baltimore City or in any county occurring when
the Legislature is not in session, the Governor shall appoint
some eligible person to fill the vacancy during the remainder
of the term of office of the person originally appointed. In
each of the following counties the respective Boards of County
Commissioners shall constitute the Board of License Commis-
sioners: Carroll, Cecil and Dorchester Counties.

In Baltimore County, the Board of County Commissioners
shall appoint annually three persons who shall constitute
the Board of License Commissioners for said county and the
said Board of License Commissioners shall hold their office,
possess the powers, perform the duties and be subject to
removal as herein prescribed, except that the Board of County
Commissioners shall have the power to remove the members of
said board for the causes herein prescribed. The County
Commissioners of said county shall fix and determine the
salaries of the chairman and members of said Board of License
Commissioners; provided that no member of said board shall
receive an annual salary of more than Two Thousand Dollars
($2, 000. 00).

In Montgomery County, the Liquor Control Board created
and appointed as hereinafter provided shall constitute the
Board of License Commissioners for said county.

In the City of Annapolis, the Mayor, Counselor and Alder-
men of the City of Annapolis shall have power to receive
applications for beer licenses, Classes A, B, C and D, and
for beer, wine and liquor license, Classes A, B and C, for
places of business located in the City of Annapolis, and shall
have power to approve or disapprove such applications, and
shall have power to fix the fees for all such licenses in said
city; in the event of approval they shall issue a certificate
to the Clerk of the Circuit Court for Anne Arundel County,
which shall be sufficient authority to said clerk to issue the
license upon the payment of the fee prescribed. They shall
have the power to make and enforce such rules, regulations
and restrictions, in addition to, or in substitution of, those
contained in this Article, but not inconsistent therewith, as
in the judgment of said Mayor, Counselor and Aldermen of
the City of Annapolis would give said municipality more ef-
fective control of each of said places of business. If any
holder of any license under the provisions of Chapter 392
of the Acts of the General Assembly of 1933, shall apply to,
and obtain from, the Mayor, Counselor and Aldermen of the
City of Annapolis a license under the provisions of this Arti-
cle, such holder may surrender to said municipal corporation
for cancellation the license issued to him under the authority
