SEC. 16. And be it further enacted, That if any part of this
Act shall be held unconstitutional or invalid or unenforce-
able, the same shall not affect the remaining parts of this Act.

SEC. 17. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety and health, and being
passed by a yea and nay vote, supported by three-fifths (3/5)
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 632.
(House Bill 725)

AN ACT to repeal and re-enact with amendments Sections 2y
10, 50, 51, 61 and 70 of Chapter 532 of the Acts of the Gen-
eral Assembly of Maryland, Regular Session, 1937, title
"Prince George's County", sub-title "Town of Greenbelt",
diminishing the area of the Town of Greenbelt; providing
that ordinances of an emergency nature by direction of
Council shall become effective on date of passage; provid-
ing that the Council may, upon resolution, modify appro-
priations; may establish an equipment fund for certain
purposes; changing the basis for taxation of personal prop-
erty, providing for different rates of taxation for subdivided
property on which there has been development or contem-
plated development, and on rural undeveloped, unimproved
land, or land used primarily for farm purposes; and pro-
viding that every officer and councilman of the Town shall
take an oath or affirmation before the retiring Mayor before
entering upon his duties.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Sections 2, 10, 50, '51, 61, and 70 of Chapter 532 of
the Acts of the General Assembly of Maryland, Regular Ses-
sion, 1937, title "Prince George's County", sub-title "Town of
Greenbelt", be and the same are hereby repealed and re-enacted,
with amendments to read as follows:

SEC. 2. That the boundaries of said town shall be as fol-
lows: To include certain properties lying within the Berwyn
and Vansville Districts, Prince George's County, Maryland,
and as described in the following metes and bounds: Begin-
ning for the same at a pipe planted on the north side of
