(M) That said Board shall prepare ballots containing the
names of the candidates who shall have complied with the pro-
visions of Paragraph O of this section.

(N) That any person who shall have attained the age of
twenty-five (25) years, who shall not have been convicted of
a felony or a misdemeanor involving moral turpitude, and
who shall be a registered voter and a taxpayer on real prop-
erty in said town, shall be eligible for the office of commis-
sioner.

(O) That a person shall be deemed a candidate for the of-
fice of commissioner, and his name, as such candidate, shall
be placed on the ballots prepared by the Board of Election
Supervisors, provided such person shall, at least ten (10) days
(including Sundays and holidays), prior to the date of such
election, file with said board a petition, signed by at least
five (5) registered voters of the town of Hillside, which peti-
tion shall state (a) the name and address of the candidate, (b)
the fact that such person is eligible for the office of commis-
sioner and (c) that such person wishes his name placed on the
ballot as a candidate. Such petition shall be sworn to, by the
person so filing same, before the secretary commissioner, or
before a justice of the peace or other officer or person (includ-
ing a notary public), having authority to administer oaths in
Prince George's County, both as to the fact of his eligibility
and to the genuineness of the signatures of such petition. No
person shall be deemed a candidate, nor shall his name be
placed upon the ballots, unless the provisions of this para-
graph shall have been complied with.

(P) That after the polls are closed on the night of the elec-
tion, the Board of Election Supervisors shall count the votes,
and the five candidates who shall have received the greatest
number of votes shall be deemed to be elected commissioners.
In the case of a tie vote a run-off election shall be held to
choose between the tied candidates, such election to be called
by the Election Supervisors at the earliest date such election
can legally be held. And in counting the votes, no ballot shall
be rejected because the voter casting the same shall have voted
for only one candidate.

(Q) That after the ballots and votes have been counted, and
the result ascertained, said Board of Election Supervisors
shall, within twenty-four (24) hours, certify to the Hillside
Commission the result of such election., stating the names of
the candidates and the number of votes cast for each, and shall,
within the same period, post at least one copy of such certifi-
cate at the regular meeting place of said Commission. Such
certificate shall be signed by each member of said Board of
Election Supervisors. Provided, however, that failure on the
