84K. The Commissioners are authorized and empowered
to enforce all ordinances passed by them and to affix penal-
ties, fines and forfeitures for a breach of the same; provided
that such fines, penalties and forfeitures shall not exceed the
sum of $25. 00 for any one offense, and the term for any one
offense shall not exceed thirty days in the County Jail or both,
in the discretion of the Court.
84L. Any person desiring to become a candidate for Com-
missioner under this charter shall, at least ten days before
said election, file with the Secretary of the Commissioners of
Charlestown, a statement of such candidacy in substantially
the following form, to wit:
Candidate for Nomination for Commissioner:
State of Maryland, Cecil County, to wit:
I,.................................., being first sworn,
say that I reside in the Town of Charlestown, County of Cecil,
State of Maryland; that I am a candidate for the office of
Commissioner to be voted upon at the election to be held on
the........ day of............................. 19...., and
I hereby request my name to be printed upon the official ballot
for such election to said office.

84M. The present Commissioners of the Town are hereby
vested with all the powers under the foregoing sections that
their successors shall have and they, and each of them, shall
hold their respective offices until the second Monday in the
month of January, 1940, and until their successors are elected
and qualify, but no longer, and it shall be encumbent upon the
present Commissioners to call the election to be held on said
date and the present President of the said Commissioners shall,
immediately after this Charter goes into effect, assume the
office of President and be vested with all the authority vested
in the President to be hereafter chosen under these sections,
and shall hold said office until his successor is chosen.
SEC. 2. And be it further enacted, That the provisions of
this Act shall become effective upon the ratification of same
by a majority of the qualified voters of said Town, after being
submitted to them at a special election to be held between
June 1, 1939, and July 1, 1939, on a date and at a place to be
determined by the present Commissioners of said Town.
