SEC. 2. And be it further enacted, That this Act is declared
to be an emergency law, necessary for the immediate preserva-
tion of the public health and safety and being passed upon
a yea and nay vote, supported by three-fifths of the members
elected to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its
passage.

AN ACT to authorize, empower and direct the County Com-
missioners of Anne Arundel County to take over, maintain
and repair the roads within the limits of Woodland Beach
in the First Election District of Anne Arundel County, and
to authorize the County Commissioners of Anne Arundel
County to levy a special tax of not more than twenty-five
cents per lot as laid out and shown on the plat of Wood-
land Beach for maintenance and repair of roads in Wood-
land Beach and relating to the duties of the treasurer of
Anne Arundel County in the collection and disposition of
said special tax.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Anne Arundel County
be and they are hereby authorized, empowered and directed
to take over, maintain and repair the roads within the limits
of Woodland Beach in the First Election District of Anne
Arundel County.
Hereafter, at the time of making the annual levy, the County
Commissioners of Anne Arundel County shall annually levy
on land subject to taxation within the limits of Woodland
Beach a special road tax of not more than twenty-five cents
per lot, as laid out and shown on the plat of Woodland Beach,
which said tax shall be used only for road maintenance and
repair in Woodland Beach, and which special tax shall be in
addition to the general taxes now provided by law.
SEC. 2. And be it further enacted, That the treasurer of
Anne Arundel County shall turn over to the County Commis-
sioners of Anne Arundel County all proceeds from said spe-
cial tax which shall be used exclusively to maintain and re-
pair the roads in Woodland Beach as herein provided. The
