thereafter the qualified voters shall elect by ballot on the
first Monday in April in each successive year as Commis-
sioner one person to serve for a term of three years from
said date, all of whom shall serve for a term of three years
from their respective dates of election.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency Act, necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT to amend the sub-title "The Department of Wel-
fare" following after Section 660 of Article 27 of the
Annotated Code of Maryland (1924 Edition) title
"Crimes and Punishments, " by striking out said sub-
title and inserting in lieu thereof a new sub-title to be
known as "Department of Correction"; to amend the
sub-title "The Department of Welfare" following after
Section 105 of Article 41 of the Annotated Code of
Maryland (1924 Edition), title "Governor—Executive
and Administrative Departments, " by striking out said
sub-title and inserting in lieu thereof a new sub-title to
be known as the "Department of Correction"; and to
provide for a change in the names of the "Department
of Welfare" and the "Board of Welfare" to "Department
of Correction" and "Board of Correction, " respectively,
wherever they appear in the Annotated Code of Mary-
land.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the sub-title "Department of Welfare"
following after Section 660 of Article 27 of the Annotated
Code of Maryland (1924 Edition) title "Crimes and Pun-
ishments, " be, and the same is hereby amended by striking
out said sub-title and inserting in lieu thereof a new sub-
title to be known as "Department of Correction. "
